It's exciting when someone new joins your company. But how often is it a painful experience? How often do they come to the office, buzzing with enthusiasm only to find they can't log in to their computer, or their email account hasn't been set up, or they can't access the HR system to set up where their pay should be sent, or ...
You get the picture. Often (indeed, perhaps in the majority of cases), when a new starter comes on-board, they won't have access to all the systems they need to get their work done. It could take days or weeks before everything is in place.
An IT Operations Headache
For IT teams in reasonably large organizations, it can be an almost full-time job creating accounts for new joiners, removing accounts when they leave or updating accounts when people move between teams. It's not something that can be ignored: besides enabling new staff to do their work, keeping accounts up-to-date is a priority for regulatory compliance.
But it's not just one admin that's affected. Every system (Active Directory, Office 365, Jira, Workday, and many more) will have their own administrators who have access to those systems and know how to manage user accounts. Each of those admins will have their list of tasks to do and maybe busy with other projects. There's no guarantee when all the accounts will be ready.
The issue is that an administrator is needed because the company doesn't want everyone having admin credentials for their vital IT systems and only those admins have the trained and experience to safely make those updates.
There has to be a better way
